Sacramento, 1850. California has just officially become a state, although selection of a permanent capital is pending. This booming gold-mining town has become the center of a great new social experiment - can supernatural creatures such as werewolves and vampires live openly in human society and support the new, mining-based economy? A series of votes will determine the laws under which this nascent town (and state) will operate. The mage-run Celerus Railroad Company has begun the construction of rail lines to greater California and eventually, the rest of the USA. Supernatural creatures from out east are seeking California as a land of freedom and opportunity - but so are humans, and not everyone wants to share. Tensions flare when a deadly outbreak of cholera devastates the local human population, leaving supernaturals unaffected.
